Maggie Muir
Maggie Muir ensures your campaign receives the hands-on attention, tailored strategy, and experience it deserves. Her 90% win record speaks to that attention.
A general consultant, Muir’s specific expertise is in the creation of compelling, image driven direct mail, digital design and videos that effectively communicate within the changing landscape of political communications. She is also adept at creating and executing numbers driven field efforts, an important part of any campaign strategy, but a component that often falls to the wayside of media and digital tactics. She has extensive experience developing bilingual communications in a variety of mediums for Latino and Chinese communities.
Current and former clients include San Francisco Mayor and former Supervisor London Breed; State Senator and former San Francisco Supervisor Scott Wiener; former San Francisco Supervisor and current Assessor Carmen Chu; San Francisco Sheriff Vicki Hennessy; former San Francisco Supervisor Katy Tang; San Francisco District Attorney George Gascón; San Francisco and Oakland School Board Members Rachel Norton and Jody London; independent expenditure campaigns in support of San Jose Mayor Sam Liccardo, and Santa Clara Supervisor Cindy Chavez. We have created visually compelling and on-message direct mail for the Democratic Congressional Campaign Committee’s 2018 successful independent expenditures for CD 25 and CD 45.
Muir Consulting has run numerous successful ballot initiatives, with an emphasis on passing measures requiring a 2/3rds vote. Successes include San Francisco Yes on A bond to rebuild the seawall (2018); Yes on B (2011) and Yes on A (2016) bond measures for road and transit improvements (2/3rds vote required); San Francisco Yes on B for Parks (2012) (2/3rds vote required), and 2009 and 2011 Alameda Unified School District parcel taxes (2/3rds vote required).
Prior to starting her own firm, Muir worked for presidential and senate campaigns in New Hampshire and Colorado, and as a staff member in the Washington D.C. office of Congressman Luis Gutierrez from Chicago, an outspoken congressional leader on immigration reform.
She is graduate of UC Berkeley and lives in Oakland, California with her husband and two sons.

Senior Political Strategist
Anika Steig is a political consultant with several years of campaign and nonprofit experience, who has expertise in fundraising and development, campaign communications, strategic planning, program evaluation, stakeholder engagement and community outreach, social media analytics, events, and relationship management. She has a background in public policy, economics, data analysis, and operations management.
Prior to joining Muir Consulting, Anika worked primarily with nonprofit organizations during her time with Social Change Consulting. Her clients included the McKesson Foundation, Gender Spectrum, and Hopalong Animal Rescue. During her time as a graduate student at the London School of Economics (LSE), Anika analyzed the impact of fiscal decentralization in Southeast Asia for the German Development Institute (DIE); delivered market analysis and recommendations on the social housing sector to ClearlySo, a London impact investing firm; and delivered case studies and best practices to Save the Children on their process of scaling up pilot projects into national programs in Africa and Southeast Asia. Anika previously worked in development at the ACLU of Northern California and the American Cancer Society.
Anika holds a Master of Public Administration (MPA) from the London School of Economics and Political Science (LSE) and a B.A. in Politics from the University of San Francisco, where she played Division I soccer and graduated as valedictorian of the College of Arts and Sciences. When she’s not working, you can find Anika traveling, listening to podcasts, playing soccer, or waking up early to cheer for her beloved Liverpool F.C. She lives in San Francisco with her husband and their dog.


Operations and Communications Manager
As a lifelong San Franciscan, Jack is committed to affecting change in his hometown. To do so, he has focused on effective organizing and messaging strategy.
Jack began working with Maggie Muir while overseeing GOTV efforts in London Breed’s first successful run for Mayor of San Francisco. During his time with Muir Consulting, he has acted as field director for Mayor Breed’s re-election and campaign manager for Yes on Prop A, a $600 million affordable housing bond that San Francisco voters passed with over 71 percent of the vote. He currently manages Senator Scott Wiener’s campaign for re-election while assisting other Muir Consulting clients with digital and press communications, field execution, and campaign operations.
Before Muir Consulting, Jack has project managed direct mail plans for state and federal candidates. Former clients include Jacky Rosen for Senate (Nevada), Claire McCaskill for Senate (Missouri), Fred Hubbell for Governor (Iowa), and Susie Lee for Congress (NV-3). Before jumping into politics, he spent time as Communications Director for a nonprofit focusing on rehabilitation programs for combat-wounded veterans.
Jack earned a bachelor’s degree from George Washington University in Washington, D.C., majoring in Political Science and minoring in Journalism. Outside of work, you’ll most likely find him surfing at Ocean Beach.

Celeste Wolter Sempere is currently the Public Affairs Director for Govern For California. She has also served or currently serves as asenior finance campaign consultant to Senator Scott Wiener, Assemblymember David Chiu, Mayor London Breed, Supervisor Vallie Brown, New York Governor Elliot Spitzer, San Francisco Housing Action Coalition, California YIMBY, Democrats for Education Reform, New American Economy, and CrowdRise Inc., in addition to other local, state and federal campaigns and organizations.
Celeste also worked as a financial advisor to Barack Obama’s 2008 Presidential Inaugural Committee (PIC), served as the Northeast Finance Director for the Democratic National Committee (DNC), and a member of the Obama Victory fundraising team for the New York Region.
Celeste and her husband have three children and live in San Francisco’s Sunset District. She is President of the PTA Board at Jefferson Elementary School, where her children attend. She holds a Bachelor of Arts degree in Political Science from Rollins College in Winter Park, Florida.

Ashlin Bruce joined Bedford Grove as a Finance Associate in 2018. Prior to Bedford Grove, Ashlin interned for the John Gregg for Governor Campaign, the Office of Senator Dianne Feinstein, the Communications Office of San Francisco Mayor Ed Lee, and The Press Shop. In college, she served as Treasurer, and later, President, of Indiana University’s Advertising Club and worked as a marketing associate at the Indiana Daily Student.
A Bay Area native, Ashlin earned her B.A. in Advertising and Political Media with a minor in Marketing from Indiana University, Bloomington, in 2018.
